There is a web version of "Principles on open public sector 
information", by the Office of the Australian Information Commissioner at:

There is also an accompanying "Report on review and development of
principles" at:
<http://www.oaic.gov.au/publications/reports/Principles_open_public_sector_info_report_may2011.html>.

These were formally released at the Meta 2011 conference, 25 May 2011 in 
Canberra:

The web version of the document lacked any metadata and a HTML header. I 
have suggested to the commission staff, who were at the conference, they 
add these. But it is good to see the information provided in a simple, 
efficient, and accessible format.

I made some comments on the Commission's use of metadata for the
documents, in my talk at Meta 2011 the next day:

ps: The Commissioner autographed a paper copy of the principles, at my
request. He seemed amused by the idea.
