Sounds like the "Digital Preservation Software Platform" (DPSP) from the 
National Archives of Australia (NAA): http://dpsp.sourceforge.net/

NAA launched this at an international digital archiving meeting they 
hosted in Canberra in 2004 (where NAA showed up their US counterparts, 
who were still only at the planning stage for a digital archive, to cost 
millions of dollars):
