A system is far more than an app.

People need to be told a lot more about how it works, what data is
collected and where stored, what happens to the data, how effective it
is, what the real benefits are and the potential risks so that they can
make an informed decision/give consent.

We will be trusting the government to do the right thing. When it comes
to our data, their track record  is dubious at best.
