Victoria just passed legislation in the omnibus bill last week to
allow local councils to meet by electronic means. That has reduced the
pressure on them to provide meeting spaces for in person attendance.
They also passed judge only trials, which was not allowed in Victoria.
It may just be for a certain period, though. Video evidence has been
part of Victoria trials for awhile now.

Subject:[LINK] NSW Allows Documents to be Witnessed by Video
Conference
Video conferences are now being used routinely in place of face to
face
meetings during the COVID-19 emergency. However, some have been
reluctant to do this due to the lack of explicit law allowing it
(although courts are using video conferences extensively, so would be
unlikely to rule them invalid).
To help clarify the issue the New South Wales Electronic Transactions
Amendment (COVID-19 Witnessing of Documents) Regulation 2020,
provides
that witnessing of documents can be done by video link.
