I have this feeling of déjà vu.

The Government is planning to spend $9M for a business case and 
consultations on something as uncontroversial and simple as a National 
Skills Passport. How many billion are they planning to spend on a plan 
for a national digital ID scheme? How many hundred billion to actually 
build it?
