[Aqualist] Workshop dates for Knowledge & Innovation Reforms

Dear AQUA members,
FASTS President Chris Fell is chairing the External Reference Group that is
evaluating the Knowledge & Innovation Reforms made to university research
funding in 1999.
These reforms have to do with the allocation of approximately $1 billion
each year to universities on the basis of their performance in research.
There are public workshops in all major cities over the next three weeks to
consider imminent changes to this system (see dates and locations below).
Although Vice-Chancellors and Deputy Vice-Chancellors (Research) have been
alerted to the public consultations and the request for submissions,
academic members of FASTS member organisations and other researchers could
well wish to be present at the consultations and to make submissions.

The funds are allocated through the Research Training Scheme (RTS), the
Institutional Grants Scheme (IGS) and the Research Infrastructure Block
Grant (RIBG). There are now three years of history of these grants being
allocated under the new formula, but their impact has not yet been fully
felt because they are presently capped so that no one institution loses or
gains more than 5% per year. With the removal of this cap in 2004, the
changes in relative funding that occur between institutions can become
profound. In addition, proposals are being considered to award IGS and RIBG
funding as tied grants to individual research projects, with bodies like the
ARC making the decision on the amounts awarded.
These and other issues are the subject of the Evaluation. Public
consultations are being held in State capitals according to the attached
schedule. Researchers and institutions and other interested parties are
asked to also make written submissions to the Evaluation. An Issues paper
has been prepared and is available on the DEST website.
