[TimorLesteStudies] Query re difference between Inspector General and Ombudsman for Human Rights and Justice

Hi all

There seems to be cross-over between the duties of the Inspector 
General 
(http://www.inspeccaogeral.gov.tl/documentos_td/Lei%20Organica%20IGE-RDTL-English-2.doc) 
and the Ombudsman for Human Rights and Justice 
(http://www.asiapacificforum.net/member/timor-leste/Law-2004-7.pdf).

The Ombudsman's terms are more encompassing but both seem to have the 
right to investigate corruption within the government.

Can anyone provide a succinct explanation of the difference (or at 
least the intention of each office)?
