Job Description
Position: International Outreach Advisor (Radio)
Organization: Judicial System Monitoring Programme (JSMP)
Location: Dili: Timor Leste
Starting date: October 2008
Duration of contract: Six months
The International Outreach Advisor will develop capacity for Outreach Unit
staff in access to justice radio outreach for JSMP, and support outreach
capacity building. The Advisor will mentor JSMP Outreach Unit staff in
strategic radio programme planning, scripting, production, and national
broadcast planning. Under the Deputy Director?s supervision, the Advisor
will provide support to the management of the JSMP Outreach Unit and
coordination with other Units, in the area of access to justice public
outreach.
Duties and Responsibilities:
1. Capacity building:
- Provide on-the-job skills training for Unit staff on radio pre-production,
production, broadcast planning, and evaluation
- Supervise radio work undertaken by JSMP Outreach Unit staff
- Establish standard procedures for radio production and outputs
2. Radio production:
- Review current radio production skills of staff
- Strategically undertake programme planning, production and broadcast
within the framework of JSMP?s access to justice mandate
- Identify/support new projects and activities within JSMP to communicate to
the public through radio
3. Outreach management and coordination:
- Support outreach activities including website design, civic education
training, media relations, production of promotional materials
- Establish new and enhance existing relations with implementing partners in
the justice sector
- Maintain close working relationship with JSMP Director and Unit
Coordinators
- Establish strategic approaches to better engage JSMP Units in radio
programme output
- Manage budget for project and activities
Competencies:
- Experience in radio journalism in different cultural and linguistic
contexts
- Experience capacity building in a development context
- Ability to establish good working relationships with colleagues and
stakeholders with different cultural backgrounds
- Good analytical capacity and ability to exercise good judgment, to work
effectively as part of a multi-cultural team, to handle multiple tasks, and
to work occasionally with short deadlines
- Ability to work with minimal supervision in a complex environment
- Ability to motivate a team
- Willingness to undertake field visits in difficult conditions
- Cultural sensitivity and capacity to adapt to challenging living
conditions
Required Skills and Experience:
- University degree in Journalism or Communications, or a related field
- Professional experience in radio journalism and production
- Professional experience in capacity building in a developing country
- Professional experience in project planning, implementation, monitoring
and budgets
- Experience in an international development agency or large international
organization an asset
- Excellent writing and editing skills
- Tetun or Bahasa Indonesia language an asset
