Dear Readers,

 

     Attached is a study of lessons from institution building in East Timor from 1999-2002, in terms of  skills and attitudes of institution builders, UN example-setting, systems introduced, program time-frames, M&E, coordination, etc. The study identifies international institutions' conflicting motivations behind many problems in institution building.

 

     The study is a shortened version of a Phd thesis by Terry Russell, who previously worked in East Timor with UNAMET, Concern and UNTAET.

     Other sections of the original thesis, like an exploration of conflicting priorities in aidwork in general and a 2005 survey of Timorese attitudes to 2000-2002 institution building, can be obtained by writing to Terryrus at hotmail.com
