Expression of Interest - 

UNDP Pacific Centre seeks expression of interest from qualified 
men and women from Non-Governmental Organizations (NGOs) from Pacific 
Island Countries and East Timor to attend the MenEngage Alliance - 
Global Symposium on Engaging Men and Boys to Achieve Gender Equality from 
30 March - 4 April 2009 in Rio De Janeiro, Brazil. 
It is anticipated that mixed delegation including at least one 
man representing an NGO from the Pacific and East Timor will be supported 
by the UNDP Pacific Centre and AusAID to attend the Global Symposium. 
I. Objectives

The UNDP Pacific Centre, and AusAID, believes that a Pacific and 
East Timorese delegation's active participation in the Global Symposium 
will support the achievement of number of objectives in the short-term 
including:

 Supporting the building or enhancement of skills and
capacity of 
Pacific and East Timorese delegates committed to working with men and 
boys to achieve gender equality in the Pacific;
 To support the promotion of dialogue and strengthen
partnerships 
between civil society and governments during and beyond the Global 
Symposium to tackle the issues related to violence against women in the 
Pacific;
 To ensure Pacific experience of working with boys and men
for 
gender equality and violence prevention is highlighted and discussed at 
the Global Symposium; 
 To build, strengthen and expand regional networks dedicated
to 
gender equality in the Pacific and; 
 Support for Pacific advocates and policy-makers to undertake

regional, national and/or community efforts including policy formulation, 
advocacy and awareness to engage/work with boys and men to shift 
attitudes and behaviour towards an acknowledgement of women's human 
rights and dignity. 

In the longer term, UNDP Pacific Centre, and AusAID believe that 
the Pacific and East Timorese Delegation's participation in the Global 
Symposium will provide a platform for sustained long-term engagement of 
men and boys for violence prevention and the achievement of gender 
equality in the Pacific. 

II. Process before and after the Global Symposium

The UNDP Pacific Centre will organize a briefing session for the 
Pacific and East Timorese Delegation on Saturday 28th March with some of 
the partners organizing the Global Symposium. 

Following the Global Symposium UNDP Pacific Centre are going to 
develop a regional strategy and initial plan of action for engaging with 
boys and men for violence prevention and the promotion of gender 
equality, with certain activities going to be piloted in Fiji. It is 
expected that participants from the Pacific will actively participate in 
its development. 

Participants from NGOs from the Pacific will be provide with the 
following support post-Global Symposium: 1) Technical support for 
submitting proposals for follow-up activities with the UNIFEM Pacific 
EVAW Trust Fund and other funding sources; 2) Interested individuals from 
the NGOs will be invited to apply to become a part of the UNDP Pacific 
Centre Regional Crisis Prevention and Recovery Capacity Development and 
Training Project, which will include an annual year long programme of 
intensive training, peer-to-peer coaching, and mentoring from senior 
practitioners. The selected practitioners will be given small grants to 
work on a discrete project that engages men and boys for gender violence 
prevention and/or peacebuilding during their year of being in the 
programme. 

Participants will also be expected to organize a de-briefing of 
key senior strategic policy-makers in their country on return from the 
Symposium.

III. Application Process and Requirements 

Men and women from NGOs interested in attending the Global 
Symposium - Engaging Men and Boys to Achieve Gender Equality as a 
sponsored participant and member of a Pacific and East Timorese 
Delegation are required to submit an Expression of Interest by completing 
the attached questionnaire, accompanied by a current CV. The EOIs will be 
evaluated by a selection committee, in which UNDP Pacific Centre and 
AusAID will be members.

The Global Symposium will also have abstract sessions with 40 
slots available for presentations, half devoted to program and half to 
policy presentations. In this regard, the partners are supporting a mix 
of participants and presenters, interested presenters should please also 
submit abstracts, which will be submitted on the applicant's behalf to 
the organizers for consideration. 

Successful applicants will be selected based on the merits of the EOIs 
submitted. As NGOs are being selected as independent NGO/CSO 
representatives, and not official or unofficial representatives of their 
respective governments or countries, interested NGOs/CSOs are not 
required to obtain the endorsement of their respective government in 
order to apply. Some consideration will be given to sub-regional 
geographic coverage (Melanesia, Micronesia, and Polynesia). The UNDP 
Pacific Centre, and AusAID will cover the costs of travel, accommodation 
and a subsistence allowance for participants selected. Applicants are 
asked to keep their EOIs brief, addressing the questions in no more than 
4 pages.

To be considered, Expressions of Interest must demonstrate:
1. A commitment to women's empowerment, human rights and gender 
equality; 
2. Clear evidence of work on women's empowerment, gender equality, 
violence prevention and engaging men and boys; 
3. Several years experience in policy formulation, advocacy, 
programme design and implementation, awareness raising or network 
building; 
4. Currently working in a strategic position within an organisation 
capable and committed to furthering these issues in the region;
5. A clear strategy to ensure that the outcomes from the Global 
Symposium will be furthered through follow up activities undertaken at 
the Pacific regional, national or local level.

IV. Summary of Support Provided for Participation in the Global Symposium
Successful Pacific and East Timor participants will be provided with:
1. A roundtrip economy class ticket to Rio de Janeiro as per the 
UNDP travel guidelines; 
2. Registration fees USD$350;
3. Accommodation will be arranged with Hotel Intercontinental Rio 
(approx. USD$131 per night) and a reduced Daily Subsistence Allowance 
(DSA) of approx. USD$159 per day will be provided, to cover the costs of 
food and incidentals throughout the Global Symposium;
4. Technical Support for submitting proposals for follow-up 
activities with the UNIFEM Pacific EVAW Trust Fund and other funding 
sources post-Global Symposium and interested representatives from NGOs 
can apply to become part of the Pacific Centre Regional Crisis Prevention 
and Recovery Capacity Development and Training Project.
Successful Participants will be required to:

. Participate in preparatory meetings Rio de Janeiro with the 
organizers and participate throughout the Global Symposium from 30th 
March - 4th April 2009; 
. Ensure they have a valid passport and all required visas to 
travel to and from Rio de Janeiro 
. Submit at least 1 media report throughout the Global Symposium 
(PACWIN or PACNEWS posting, interview with local or national or 
alternative women's media etc). 
. Submit a written report on their participation at the Global 
Symposium by 4th May 2009; 
. Organize a de-briefing of key senior strategic policy-makers in 
their country on return from the Symposium and provide a report of the 
proceedings;

Background on the Global Symposium on Engaging Men and Boys to Achieve 
Gender Equality

The Global Symposium on Engaging Men and Boys in Gender Equality will 
take place in Rio de Janeiro, March 30 - April 3, 2009. Four hundred 
fifty participants from around the world will share their work in applied 
research, policy, and program development. Their work challenges rigid 
gender norms and engages men and boys in reducing violence against women 
and girls, promoting sexual and reproductive health, HIV/AIDS prevention 
and treatment, and fatherhood and caregiving. 
The four day Symposium will promote exchange, debate, and planning for 
action. The event will include: 
. Plenary and breakout sessions on men and violence; men and 
health; and men, caregiving, and fatherhood; 
. Skills building workshops, abstract presentations, and a Global 
Village showcasing the work of NGOs, United Nations agencies, 
governments, foundations and universities; and 
. An analysis of current advances in policy that engages men and 
boys in gender equality. The Symposium will include presentations by 
policymakers from countries including Brazil, Canada, Norway, South 
Africa, and Sweden. 
The Symposium will also develop a "Call to Action" for governments to 
implement policy that engages men and boys in gender equality. The final 
results of the Call to Action as well as key conclusions from the 
Symposium will be available after the event on the MenEngage website . 
The Global Symposium is hosted by an alliance of non-governmental 
organizations including Promundo (Brazil), Instituto Papai (Brazil), 
White Ribbon Campaign Canada, the United Nations Population Fund (UNFPA), 
the MenEngage Alliance, and Save the Children Sweden. The Symposium is 
organized by a steering committee of 22 organizations from different 
countries. 
Goals

. To increase involvement of men and boys in the promotion of gender 
equality and the reduction of violence against women by scaling up 
existing work; 
. To build skills and capacity of NGOs committed to working with men and 
boys for gender equality; 
. To promote dialogue between existing NGO efforts, policy makers and 
private sector; 
. To highlight existing policies and best practices that can be 
reproduced to promote greater gender equality through the involvement of 
men and boys; 
. To build, strengthen, and expand a growing international network of 
programs, activists and policy makers dedicated to engaging men and boys 
in gender equality.

Programme
The Opening Ceremony on March 30 will be followed by a dialogue session 
with representatives of the women's rights movements and other social 
justice movements. 
Each day of the Global Symposium will be organized around a specific 
theme and combine presentations of best practices, skills building 
workshops, and dialogues between representatives of NGOs, policymakers, 
and researchers. 
The three overarching themes of the Symposium are: 
1. Men and violence, including men's use of physical violence 
against women, sexual violence, and the gendered dimensions of violence 
between men; 
2. Men and health, including sexual and reproductive health, 
HIV/AIDS, substance use, maternal and child health, and mental health; 
3. Men, care giving and fatherhood, including work-life balance and 
engaging men to a greater extent in care giving, often in the context of 
HIV/AIDS. 
The Symposium will have eight skills building workshops covering: 
. Evaluating gender transformative interventions with men; 
. Mass media and campaign style approaches to reaching men; 
. Participation of young people; 
. Implementing group education sessions with men; 
. Analyzing policy for engagement of men in gender equality; 
. Developing advocacy campaigns; 
. Engaging men in healthcare; and 
. Working with younger boys and children to promote gender 
equality. 
The Symposium will also have abstract sessions with 40 slots available 
for presentations, half devoted to program and half to policy 
presentations. A call for abstracts will be circulated in November 2008. 
A centerpiece of the Symposium will be a Global Village of booths 
showcasing presentations by representatives from NGOs, UN agencies, 
governments, foundations and universities. 
A special highlight of the Global Symposium will be a global photography 
exhibit on fatherhood, "Engaging Men for Positive Change" by Viktoria 
Saxby Roxie. 
After the Event
The Symposium will develop a "Call to Action" for governments to 
implement policy that engages men and boys in gender equality. The final 
results of the Call to Action as well as key conclusions from the 
Symposium will be available after the event on the MenEngage website .

Background on UNDP, UNFPA, UNV, UNIFEM and UNICEF Regional Joint 
Programme 2008 - 2011, Asia-Pacific Region - Partners for Prevention: 
Working with Boys and Men to Prevent Gender-based Violence

The Regional Joint Regional Programme is a coordinated approach to 
deliver consolidated products and services at a regional level to support 
primary prevention of gender-based violence in Asia Pacific. The long 
term goal of the programme is to reduce the incidence of gender-based 
violence in the Asia Pacific region through behaviour and attitudinal 
change among boys and men, increased institutional capacity to involve 
boys and men in GBV prevention and through policy dialogue and 
enhancements with partner governments. To work towards this long term 
objective, the programme has the following three interlinked outputs:

Output 1: Public awareness campaigns mobilising boys and men implemented 
at the regional and national levels 
Output 2: Government, civil society and UN advocates in the region are 
able to implement initiatives working with boys and men for gender-based 
violence prevention 
Output 3: Government, civil society and UN advocates gain access to 
cutting edge knowledge resources and policy tools on gender-based 
violence prevention 

The programme deliverables include: 

Public Awareness Campaigns and Adaptable Campaigning Kits: Firstly, a 
regional mass media campaign will spread key messages across Asia Pacific 
to mobilise boys and men as partners for violence prevention through a 
variety of media (radio, T.V., print and internet). In addition, 
campaigning kits using the regional campaign branding and tag lines will 
be disseminated for adaptation into national and local campaigns. The 
campaigning materials will be free to use by anyone -- UN projects, 
public institutions, businesses and NGOs -- and support will be provided 
from the regional programme to adapt the materials to local contexts and 
languages. A campaign website with resources for various target groups 
will support the regional and country-based prevention campaigns. 

A Regional Resource Centre will provide sustained support to country and 
local level programming for gender based-violence prevention. The 
Resource Centre will serve as a "one stop shop" for training, technical 
assistance and policy guidance to government, UN and civil society actors 
across the region and function as a clearing house of research and data 
for better prevention policies and action plans. Drawing upon the 
collective technical expertise and experience of the participating UN 
organizations, the Centre will help partners develop the capacity to 
involve more boys in prevention. Through the strategic placement and 
coordination of UNV volunteers the Centre will be linked to learning at 
the community level around the region. The Centre will also support 
regional alliances and local networks engaged in work with boys and men, 
consolidate their knowledge base and link them with new groups including 
the UN and government. Towards the end of the programme the Resource 
Centre can be migrated to a regional partner for longer term 
sustainability. 

Knowledge Products and Policy Recommendations The Resource Centre will 
produce knowledge products - cutting edge research and policy tools - 
that consolidate the expertise and learning of the participating UN 
agencies and their partners at a regional level. Through the Regional 
Joint Programme, the UN family will issue a white paper and consolidated 
policy recommendations on gender-based violence and its prevention in the 
region. To support country-led initiatives, these statements and policy 
tools will outline enhanced policy and programmatic responses for gender 
based-violence prevention for countries across the region, and the roles 
and responsibilities for different institutions and actors in their 
implementation.
