M&E Consultancy of 2.5 Months for the Roads for Development
Program (R4D)
R4D is a leading national rural roads program in
Timor-Leste, implemented through the Ministry of Public Works and with
financial assistance from AusAID and technical assistance from the ILO. Apart from its capacity building objectives,
R4D also has significant physical targets, including the rehabilitation of 450
km of rural roads. The road works will be implemented through local contractors
who receive training from R4D.
R4D is planning to undertake a series of
field-surveys that will be used as a baseline in assessing the impact of
improved rural access to the communities who live in the area of influence of
the roads. As per the drafted M&E plan, the following baseline studies are
planned for the period late April/early May to Mid-July 2013 (total duration
2.5 months):
· Community Snapshots
(using Focus Group Discussions);
· Transport Study
· Contractors’ Tracer
Study (to be outsourced to local company)
· Local Business Activity
Study
R4D is seeking a qualified M&E Consultant with at least 8 years of
relevant working experience for this consultancy. Main tasks include finalizing
the M&E Plan, testing the survey instruments, training enumerators, guiding
and supervising the field data collection, setting-up a practical database for
data entry and storage, analysing the data and reporting/presenting the
findings. A good knowledge of methods for the monitoring and evaluation of
technical and socio-economic aspects of development programmes and projects is
required – preferably in the rural infrastructure sector. Substantial hands-on
experience in the design and implementation of surveys for the implementation
of results-related and impact-related baseline and end-line studies is
required.
