The TIMOR project – Evaluating the impact of restructuring secondary education in East Timor – a study in the context of international cooperation* (May 2013 – October 2015) aims to investigate how the new general secondary education curriculum (GSEC) is being implemented. The study involves two phases: monitoring (phase I) and short-term impact evaluation (phase II).

The monitoring phase aims to 1) describe and analyse the way the implementation of the GSEC is taking place and 1) establish the role of the structures, instruments and strategies in the implementation process. The evaluation phase aims to 1) describe and analyse the state of the general secondary education (GSE) regarding the implementation of the transformation agenda and 2) establish the direction in which the GSE is moving and whether this direction is a desirable one, according to the National Education Strategic Plan and the Millennium Development Goals.

A team of 12 researchers and 3 consultants develop the project. Most of its members belong to the Research Centre “Didactics and Technology in Teacher Education” (CIDTFF) from the University of Aveiro (UA).

Participants in the study involve teachers from 20 schools and students from 9 schools (public and private) from three districts: Díli, Liquiçá and Ermera. Participants also involve policy makers, school directors, Timorese and Portuguese trainers. Four missions take place: two for data collection and another two for results presentation and discussion.

No âmbito da educação e, em particular, relativamente ao Ensino Secundário Geral, efetivou-se a sua reestruturação, que integrou a criação do Plano Curricular, dos Programas das várias disciplinas que o compõem, bem como dos respetivos manuais para alunos e guias para professores. Paralelamente, desenvolveram-se ações de formação contínua que apoiassem a sua implementação, cuja primeira edição decorreu de 2012 a 2014.

Neste contexto, está em curso o projeto de investigação “Avaliação do impacte da reestruturação do ensino secundário em Timor-Leste – um estudo no âmbito da cooperação internacional” - Projeto Timor, financiado pela FCT - Fundação para a Ciência e Tecnologia (ref. PTDC/MHC-CED/5065/2012).

 O Projeto tem como principal finalidade avaliar o impacte da reestruturação curricular ao nível do Ensino Secundário Geral. Para cumprir tal finalidade, inscreve-se num processo de Monitorização e Avaliação (M&A), perfilhando uma perspetiva sustentada em evidências que permitam informar responsáveis políticos e educativos. Pela via da monitorização ‘do que está a ser feito’ pretendeu-se perceber se o novo currículo está a ser implementado de acordo com o planificado e proceder aos devidos reajustes, caso identificados. Através da avaliação objetivou-se determinar a sua relevância, eficiência, eficácia, impacto e sustentabilidade.
 Para a sua consecução, realizaram-se missões a Timor-Leste, que permitisse a recolha de dados in loco.

O principal propósito deste Encontro - Educação em Timor-Leste: (re) (des) construindo o futuro - é dar conta dos resultados a que foi possível chegar, na atual conjuntura do país, que se tenta caracterizar, e discutir desafios que se colocam, em particular, à comunidade educativa timorense.
