2015 Timor-Leste Update: Terms of Inclusion
19-20 November, The Australian National University, Canberra



Timor-Leste’s emergence from the political and security crisis of 2006 has been underpinned by government policies that have increased state expenditures and provided social transfers to demonstrate tangible benefits for a broader spectrum of the population. Since the 2012 national elections, politics has also emphasised inclusiveness and ‘national interest’ over partisan rivalry, a trend that is reinforced by the recent appointment of Dr Rui Araujo as Prime Minster. At the same time, the new government is confronted with significant economic and social challenges. These include declining revenues, a weak labour market, rapid urbanisation, high population growth, poverty, a growing gap between rich and poor, and gender inequalities. Timor-Leste’s relations with its immediate geographic region also remain a work in progress.

The 2015 Timor-Leste Update will consider the ‘terms of inclusion’ in contemporary Timor-Leste: the positioning of different societal and political interests, and the challenges, trade-offs and risks that confront them, and that confront Timor-Leste as a whole.
