I've come to interpretive research after 20+ years working on policy
implementation with government agencies. I really like this ethnography
because it manages to convey the feeling of confusion for frontline
staff working amid complex policy reform where the changes are not well
explained, decisions seem arbitrary and staff are unsure how to act. She
does this through both her descriptions of the experiences of the
frontline staff in a government agency, but also through the way she
structured the book.
