I would like to send you a copy of my new book, *Normative Political
Science: An Exciting New Way to do Poli Sci Research.*
The book synthesizes David Easton's theory of the political system with the
“value science” of Robert S. Hartman. Easton provides an interpretive
framework which enables political scientists to understand and explain
political behavior as part of a political system. Hartman’s theory of value
science makes a surprising addition to the capabilities of political
science. It shows that Easton’s conception of the political system can also
be used as a *standard* for evaluating how well a political system is
working.
Easton’s well known Political System Flow Chart is not only descriptive of
the pattern, but a symbol for a defined technical expectation as to how a
properly operating system ought to work.
Now political scientists can assess the operational, rather than the moral,
goodness of a system. In the process they can pinpoint dysfunctions, if
any. Based on the results of their analysis, the political scientist can
then suggest remedial policies to bring a system's operation up to par.
As an element of political reality, public opinion about how well the
system is performing can be surveyed, by quantitative or qualitative
methods (or both). The results of such research can be used to compare and
contrast with the assessment of a system’s performance. Then an overall
rating can be made. This estimate can stand alone, or be compared and
contrasted with other political systems around the world.
The book uses the empirical examples of China and Peru to illustrate the
principle that a system which works well will probably generate positive
public opinion, while to the extent that a system is dysfunctional, that
too will be reflected in public opinion.
