This item from UNHCR (Division of International Protection) came
through my inbox today and I thought it might be of interest to those
toiling in the fields of refugee law.  The reliefweb states: "This paper
outlines UNHCR’s views on extraterritorial processing of claims for
international protection made by persons who are intercepted at sea. It
provides an overview of the applicable standards under international
human rights and refugee law as well as key policy parameters relating
to four models for extraterritorial processing, from the perspective of
UNHCR."
