You and your colleagues are invited to CIRCIT, Centre for International
Research on Communication and Information Technologies, for a seminar on:

The Harvard Program on Information Resources Policy: Operation and Key Issues
by John C B LeGates, Managing Director, Program on Information Resources
Policy (PIRP), Harvard University 

John LeGates is the Managing Director and a co-founder of the Program on
Information Resources Policy (PIRP) at Harvard University.  The program was
established in 1972 to work on emerging issues in communications and
information resources.  It has one main purpose: to do competent and
impartial staff work for policymakers (including the public) information
stakeholders and experts in business, government and the wider community.
The topics they study are often the subject of pitched battles among
stakeholders before legislatures, in the courts, and in national and
international regulatory agencies.  Because the Program depends on all
stakeholders - corporations, government agencies, and research laboratories
- for both financial support and reliable data - its rules of operation are
designed to insulate its scholarly work from undue influence and from the
appearance of undue influence.

This seminar will outline the key aspects of PIRP's program and its
relevance to the communications industry.  Focus will be on the unique way
in which the program conducts its activities in the US and internationally.
Major issues currently being addressed by the program will also be outlined.

Following the CIRCIT Policy Forum, "Promoting Competition in the Converging
Information and Communications Industries:  Will the Australian Model
Deliver? held in June this year, a joint CIRCIT/PIRP project has been
developed to discern Market and Non-Market Drivers of Development of
Information and Communication Services: A comparison of US and Australian
Approaches.  The range of strategies in different countries and outcomes to
date are being analysed and compared from the perspectives of various
stakeholders.  The project considers the roles and relationships of the
public, private and community sectors in the development of ICS policy and
its implementation.  The seminar will briefly outline current project activity.

John came to PIRP after a career as an entrepeneur and executive in the
computer and computer networking industry, including postitions as:
Executive Director of the Education Information Network at EDUCOM;
co-founder and Vice President of Cambridge Information Systems Inc., Chief
Scientist, head of Marketing and Project Director for the Massachussetts
General Hospital Integrated Information System
The seminar is open to all sectors of the communications industry and the
