[LINK] eCensus vs paper form - different rules?

I will be away from home interstate on census night, and questioned the 
procedures.  The rules as explained to me are:
(1)  I must be included on the paper form of my interstate host.  If I 
don't want host to see my details, then host must request an additional 
form.  I cannot in advance fill in the form delivered to my home and 
leave it to be collected in my absence, it must be done on Tuesday 
night.  And that's the law, no ifs nor buts.
(2)  online submission can be any time, any day, from any where.
I suppose there is some rationale behind the use of different 
conditions, perhaps it simplifies the job of reconciling the delivery 
and collection of paper forms.  But seems strange...
