   Using a quite common Linux browser I've found I need to enter the Census Form Number and the eCensus Number twice in order to log in - 25 characters in all.  I've tried quite a number of times and the problem is absolutely consistent.  The first attempt always results in a "check your password" diagnostic and the second is successful.

   It all sounds like bad session-control and initialisation.

   It would be interesting to look at the developer's test plan.
