Further interesting point. I have just been looking at the paper forms
and nowhere does it say when you should complete the forms. All it says
is that the form records the details of all people who spend the night
in the dwelling. Technically, I suppose it is improper to complete the
form until Wednesday morning since anything else is a "forecast".
