All of which reminds us how much better off we'd be if we had a

That would see planned, managed and metricated pilots of various 
technologies, a learning process, and some rationality in choices and 
roll-outs.

Instead the hands-off, blind-belief-in-the-invisible-hand philosophy 
results in 'the devil take the foremost and the hindmost, and may the 
second movers win and create a wasteful set of duplicated and 
incompatible infrastructures'.
