that's exactly it. it's a technical solution to a social problem.

tech solutions work well for spammers. they don't work anywhere near so
well for net.kooks. that's because spammers don't care about targetting
an individual, while kooks are creepily obsessive and will put in the
time and effort to get around an individual's filters.
