One notes that Kevin Rudd (coming from the other direction) is today
expressing concerns regarding loss of a local manufacturing industry.

I think that this can be related to the collapse of academic publishing
and it seems logical for legislation to 'one-desk' academic publishing
in this country. With a part-time panel of paid expert referees keeping
an eye on promising local research, and so allowing for mechanisms
whereby local commercial / manufacturing arrangements are in place
early would benefit all Australians and especially the local researchers.
