The main point of my question was to ask if the Howard government has 
taken a limited pot of money and shifted it to companies to allow 
companies to shift their own funds into research that is not 'owned' 
or 'exploitable' on behalf of the public were the tax funds given to 
public research groups (universities, CSIRO) to do invest in 
scientific work, not technology work.  Does that make it clearer?
