A lot of Medical Research (including now stem cell research) is
undertaken by foundations to whom donations are tax deductable (this is
a government funded model).
The alternate view is that medical/drug research is being undertaken and
promoted at the expense of Public Health...hence the push (admirably
lead by the great walker JW Howard) for non-medical approaches to
health problems.

bill and belinda gates foundation approaches to Malaria in Africa!
