Perhaps DCITA is being reorganised in preparation for a Telstra sale. Maybe the Government intends to almost-but-not-quite split the organisation into a public one with responsibility for basic infrastructure and a private one which owns all the added-value stuff.

Those references are interesting in themselves and, it seems to me, obviously authoritative, and I wonder what Laron would say they demonstrate about his "hive mind".
The Wikipedia article mentions that the eleventh edition of the Encyclopedia Britannica is now out of copyright and it contains some wonderful examples of bias and inaccuracy in that august publication, mostly products of the culture at that time. How one should maintain a historical perspective!
