Perhaps Google is building a flying search engine, like a military 
command and control aircraft <http://en.wikipedia.org/wiki/E-767>. ;-)

Google could then orbit a disaster scene supplying essential web 
search 
services

The Australian Defence Department will have this capability with its 
Wedgetail 737 aircraft when linked to ground mapping radar aircraft.
