(I haven't read this entire thread, so I apologize if this has already 
been mentioned).

The target market doesn't care about range. The average Silicon Valley 
commute is less than 20 miles a day, and that's the target market for 
these electric cars. California has been actively pursuing technologies 
like this for a while because of concerns about air pollution.
