[LINK] Emotional States Language: XML Smiley Faces?

W3C has created an Emotion Incubator Group to investigate a "language 
to represent the emotional states of users and the emotional states 
simulated by user interfaces" <http://www.w3.org/2005/Incubator/emotion/>.

This seems to be an XML markup for smiley faces, such as:

         <emotion xlink:href="face12.jpg"
         category="pleasure" simulate="1.0" intensity="0.9"/>

         From: <http://emotion-research.net/earl/proposal>

Is this a genuine project, or something left over from April Fools Day?
