With assistants, someone marking the ballot for them. And that is the 
general objection, that they couldn't complete a secret ballot. At 
least that's what I think I was told by Tony Clark at Vision 
Australia when he did a paper on accessible voting at a conference 
about democratic participation. Howard may different info from a 
scrutineer's view.
