this is an interesting topic... [and one we could go into in great 
lengths just because a language doesn't have its own script doesn't mean 
it can't be written down] Ofcourse, just because you can't read a dot 
painting [which as I understand it was a way to communicate information, 
but not necessarily permanently recording it] doesn't mean it isn't a 
written language.

perhaps the issue is communication....

in some places - a photo is included and a mark is accepted...now 
obviously that would be  problem for  a blind person....but perhaps we 
could have an audio version for them as their sources are likely to have 
been auditory(?).

PS if we were all so literate, then politicians would only bother to 
communicate with us via the Newspapers - and wouldn't that be a relief.
