Came across this tonight. Hmmm.

As part of a new security model for air freight, those who regularly ship
items by air would be required to become an 'approved regular shipper'. In
order to be 'approved', applicants would need to:

Have the location of their business inspected
Provide all business particulars
Agree to some background checking for those people who are involved in the
packing, storage and handling of cargo.

Non-approved shippers would be subject to a $20 security fee for each
shipment sent by air.

As a possible extension to this system, regular shippers would be required
to complete and submit a shipper security plan.

A security plan would deal with supply chain security issues such as:

physical security of the premises and cargo
employee verification
working practices of employees
procedures
accuracy of documentation (eg record keeping, information provided on the
consignment note, security declaration)
