Rather interesting.  I suspect this is very VICTORIA-Centric and NSW, by 
the look of ESTA is a frozen hell of a long way from actually coming close 
to this rather intelligent and smart system.

But then I guess in NSW there are more people who need jobs :)

Better to employ 10 public servants to do one bad job divided into 14 
factions, than one public servant to do a great job in one.
