When you say "modern CPUs" you're referring to those multi-gigahertz
huge-cache jobbies that Intel and AMD produce so people can write (and run!)
increasingly inefficient software through half a dozen layers of emulation
and hardware abstraction, right?

The VIA chipsets are kinda spesh for your application. Specific hardware
implementations of "stuff" (like crypto, MPEG twiddling, etc) useful for things
like set-top boxes and the like. Small ATX form factor VIA boards can be
got that'll draw well under 100W during peak load and give rather good
performance.

You just need to be running an OS and application suite that isn't horridly
inefficient.
