[LINK] SMH: 'US bans offshore online gambling'

I was listening to NPR on this.  They were saying that it was about  
making it illegal for credit card companies to transfer money as a  
result of on-line gambling.  I was wondering how they would stop  
something like an off-shore pay-pal that was set-up for other non- 
gambling purposes as well as gambling.

I'm not sure how useful this really will be.  It could push a lot of  
money into non-legal channels.
