Where innovation occurs is neither here nor there.  It's
more the opportunity Microsoft is being given to lobby
even before the outset of the legislative process.

For example, you wouldn't expect to hear much about
MySpace, Flickr, YouTube or last.fm from Microsoft.
When given the podium in the past their concern has
been to maximise their revenues by advocating harsher
penalties for unauthorised reproduction.
