There was an op-ed piece in the paper this week that says that is 
exactly what has happened with regard to the Access ID card.

I'm not sure the assumption that the public has accepted the Access 
ID card is a done deal is correct, though. Most polls have started at 
about 62% against, a figure that took several months to attain during 
the Australia Card proposal period in the mid 80s.
