Ah, yes... And as soon as the anti-spam forces block that set of servers,
the spammers will use distributed networks of servers to deliver the
web-based content.

Since they're already using automated systems to find and infect vulnerable
computers to send the spam, it should be a straightforward network
programming task to similarly automate the creation of many web servers.

Whack-a-Mole comes to mind...
