Yes, but I doubt that anyone will want to pay what such a phone will 
cost. DVB-H will do very little, as it is a sort of one way wireless 
network which is limited to being used for one application: digital video.

The government has had enough trouble trying to get anyone to use a 
datacasting service. It would be better if the spectrum was made 
available for more useful purposes.
