What legislation? No Access Card legislation has yet been passed. There 
have been two exposure drafts, that's all.

Minister Ellison decided that no contracts would be signed until the 
legislation had been passed. Considering that the contracts were to be 
on a fixed price basis and that the legislation could (and very probably 
would) change the scope and requirements, that was a very good decision 
(IMHO).

The project started just like in that famous cartoon "you start coding - 
I'll go and find out what they want"
