Not true. There are several possibilities that would allow a blind
person to vote secretly and check his/her recorded vote without
electronic assistance.

Non-discriminatory voting is NOT the same as electronic voting, and it
is a fallacy to equate the two. Electronic voting would, properly
designed, also allow the blind to vote. Electronic voting is NOT a
prerequisite for that though.
