Not all blind people - especially those who are temporarily blind or
went blind late in life - can read Braille. But that would be a good
part of an overall solution, and would reduce the load on any systems
implemented for other kinds of handicap.

Personally, I feel that the current system of assistance, which
preserves all features of voting for the handicapped person *except*
secrecy, is an acceptable compromise. However, if a blind person demands
secrecy, there should be a way of offering it. It will be only rarely
used.
