Which proves nothing other than the fact that the website you've listed
is broken. And given that it's probably the same data being used by the
website that originally bought this issue to light, so is that one.

ip2location.com seems to allocate the entire 210.193.176 range to
"DEPARTMENT OF PRIME MINISTER AND CABINET", despite the fact that :
210.193.176.21  is  www.coagbushfireenquiry.gov.au
210.193.176.19  is  www.pm.gov.au
210.193.176.96  is  www.industry.gov.au
210.193.176.102 is  www.tourism.gov.au
210.193.176.81  is  www.innovation.gov.au
210.193.176.79  is  www.measurement.gov.au
... etc ...

Clearly this entire range isn't used by the Department of the PM.

Not a rat, just a case of bad data giving bad results.  Based on the
above, I at least believe what Shergold is saying could very well be
correct.
