Yeah, but government users are no different to those in the wider world
unless someone's prepared to mandate plain text, and I don't see that
happening. Even if you don't go for the "cool" factor of HTML, it's
easier to stay with the default. I have to give them good reasons for
changing, and blockage of HTML by external servers would have been a
good one if it had been supportable.
