I've never understood why archival documents aren't stored in "Lowest
Common Denominator" form.
I.e. ASCII lines until XML+Dublin Core (or whatever equiv) is generally

Metadata still has to be captured with ASCII - but it was always present
in the past with paper File Registry's.

DFAT cables used to be fixed headers in ITA2 [telex charset] and with
constrained vocabularies for tag fields.
[Even long after the last Telex line went away].

For archival purposes, what's important?
- Content, Creator, Access, Classificaiton?

Presentation/layout would almost always be purely ornamental.

This whole area is obviously driven by Bureaucratic Politics and agendas
than technical or professional issues.
