NAB already has the process.

You have to go INTO the branch to set your phone number BEFORE you can 
activate it.  You may be able to use phone banking to et the number, but 
you have to do it via an operator, it's not a button pushing process.

The SMS messages are generally fairly instant.  But of course, SMS is 
guaranteed to be delivered at some time, not guaranteed to be delivered 
instantly.
