For my take on IT industry policy see "Building Arcadia: Emulating

I applied some of these ideas when helping the Australian Technology 
Park in Sydney, with their web site and "ATP Discussion Forums" in 
2004/5. But my impression is that NSW trails behind Queensland and 
Victoria when it comes to state IT industry policy.
