For NSW try the CIO office ( where i used to work - that was OICT )

for ICT strategic direction, initiatives, strategies - used to have 
policies too I thought- not sure where they've gone :-)

The NSW Government Chief Information Office (GCIO) is responsible for 
developing government-wide information and communications technology 
strategy's in collaboration and partnership with Government Agencies. 
As an office of New South Wales's Department of Commerce, its role 
has been strengthened with the establishment of the NSW Government 
CIO (Chief Information Officers) Executive Council.

A shame they've spelt "strategy's" wrong!
