The latter, probably, or a cruise missile.

Consider, in the Serbia-Bosnia war, there's already a well-documented case
of a website that was publishing what was seen as propaganda". The US didn't
bother with a "cyber" attack to get rid of it, they just lobbed a cruise
missile into it.

As a friend pointed out when he was working in special forces unit, the most
effectively way to get the root password to a Unix server isn't some
complicated technical thing -- just hold a gun to the sysadmin's head.

OTOH, "use all their workstations to send PING"... have you considered the
possibility that maybe the world's greatest superpower has put just a little
bit more thought (and more resources!) into this stuff than what you (or I)
can think of in a throwaway comment on a Monday afternoon?

I'm guessing there's already plenty of capability in place.
