they didn't actually do that themselves. they just watched and let it
happen (and possibly provoked and prodded - but given the lunatics
involved, that probably wasn't really necessary)...very useful to have a
huge terrorist incident on home soil, it made many things possible that
would have been utterly impossible without it.
